Barling Code Enforcement
The mission of the Code Enforcement Division is to promote and maintain a healthy and safe desirable living and working environment for our community. The department encourages and helps to maintain and improve the quality of our community by administering a fair and unbiased enforcement program to correct violations of municipal codes and ordinances. Code Enforcement, in compliance with the Municipal Codes, works with residents, neighborhood associations, public services, and other City Departments to enhance the appearance of neighborhoods and business districts to protect property values and enhance economic conditions.
Code Inspector Comments:
It is a violation of the Barling City Ordinance to have excess trash, junk, or debris anywhere on your property inside the city limits.
The following items qualify as trash, junk, or debris and will be viewed as a violation.
- Items out of places such as furniture in a yard, indoor furniture placed outdoors, appliances outdoors, piles of metal or trash. Tree limbs are allowed for city limb pickup.
- Vehicles which cannot lawfully be driven upon the public streets for reasons but not limited to being unregistered, wrecked, dismantled, partially dismantled, or incapable of being moved under its own power.
A violation could mean a citation—10 days after issuing a warning to correct the issue, a citation may be issued.
Overgrown grass is the most common violation in residential areas- Ordinance #348 states that grass over 6 inches in height is in violation and is subject to a warning, followed up with a citation if not corrected within 10 days.
All property owners are responsible for the maintenance of grass to the edge of the street that immediately joins their property. This includes drainage ditches which will also be kept free and clean from all obstruction that blocks proper water drainage.

Ordinance 242.2 – Licensing of Dogs and Cats
No person shall own, keep, or harbor any dog/cat within the city limits unless the dog or cat is licensed.
Before an application for a city dog/cat license is made, the owner must present a rabies vaccination certificate signed by a licensed veterinarian, stating the dog/cat owner’s name and address, the dog’s/cat’s description, the date of vaccination, the type, serial number, and manufacturer of the vaccine used, and the date for revaccination.
A dog/cat license application shall be made to the City Clerk or his or her authorized designee, for all dogs/cats more than four (4) months of age, that are owned, kept, or harbored within the city for a period of more than 30 days.
A dog/cat license application shall contain the name and address of the dog owner, and the name, breed, color, age, and sex of the dog/cat.
Any person, keeping within the corporate limits of Barling, at any time, five or more dogs/cats six months of age or over shall be considered operating a dog kennel. Kennels are not allowed in residential areas per zoning ordinance #440, so four (4) is the most animals one household can have.
